Canada eManifest: Launch of UPS BorderReadyTMUPS is proud to announce the launch of UPS BorderReadyTM on February 1, 2011. UPS BorderReadyTM is a web-based tool that will facilitate eManifest processing for truck freight shipments that cross the U.S.-Canadian border, both northbound and southbound.
Both U.S. and Canadian Customs have eManifest programs to provide the customs administrations with advance trade data for cross-border truck freight shipments. eManifest aims primarily to improve cross border security.
In Canada, eManifest is part of Canada's Advance Commercial Information (ACI) program. The collection of pre-arrival data under eManifest aims to improve CBSA officers' ability to focus their inspections on high-risk shipments and expedite the movement of low-risk shipments.
On October 31, 2010, the Electronic Data Interchange (EDI) systems became available
for highway carriers, or their service providers, who have completed registration
and testing of their systems with the CBSA. As of that date, those highway carriers
could begin transmission of their pre-arrival cargo and conveyance data electronically.
Starting in 2011, the CBSA plans to offer a secure eManifest Portal option that
will allow for the electronic transmission of highway carrier data through the
Except for certain cases,* highway carriers will be required to transmit cargo and conveyance data to the CBSA at least one (1) hour prior to a truck's arrival at a Canada land border-crossing.
The CBSA advises that once all eManifest transmission options (EDI and eManifest Portal) become publicly available, there will be a 12-month period for carriers to include advance electronic highway cargo and conveyance data transmission into their business processes. This will be followed by a 6-month period of informed compliance that will complete the implementation period. The CBSA advises that after this period, administrative monetary penalties will be applied for non-compliance.

Effective February 1, 2011, carriers will be able to use UPS BorderReadyTM to transmit cargo and conveyance data to the CBSA. This timeframe will enable carriers to become familiar with ACI before monetary penalties are applied for non-compliance.

for both the U.S. (ACE eManifest) and Canada (ACI eManifest). Key features include

the time it takes to prepare each eManifest. E-mail or SMS alerts for responses
received from U.S. or Canadian Customs can be communicated directly to the driver
to ensure smooth and seamless border crossings. Other features include:

- Each message date and time stamped by U.S. and Canadian Customs; and
- A fully web-based tool requiring no buying or installing of software and offering instant upgrades.
